A report on the relief work carried out by VSSM and its patrons in response to the recent floods in BanaskanthaCertain pockets of Gujarat have extremely high concentration of nomadic communities amongst these are districts from Northern Gujarat. Patan, Banaskantha and parts of Mehsana have large population of nomadic communities dotting its vast, arid and dry wastelands. The settlements of these communities can be found on the outskirts of villages, banks of the waterbodies etc. These are places where normally no one prefers to stay put.
The recent floods of north Gujarat of which Banaskantha was the worst affected, caused immense loss to the rich and the poor alike. It has absolutely ruined the district of Banaskantha. This is a region, which is most prone to droughts, the average annual rainfall is close to 20 inches. Hence the recent natural calamity and the gravity of it wasn’t something people here were prepared to tackle.
The homes nomadic families build for themselves are made of tarpaulins, sarees, jute bags, some thin branches etc. etc. Very rarely do we find homes made of bricks and roofs covered with tin sheets or tarpaulins. Before the rains came the storm blew away the roofs of their homes, then came water gushing from catchment regions in Jhalor, Rajasthan followed by heavy rains which swept away literally everything the families had to call their own. It swept away their makeshift homes, house-hold goods, their tools to earn living, raw material, articles prepared for selling, their cattle wealth…. everything. Consideration the manner in which waters raged from catchment areas, the families hardly had any time to save themselves saving their cattle was next to impossible. The families who could afford cattle farming had goats as their cattle wealth; the goat milk supported the family income, as most of the families here are daily wage earners. Normally, goats aren’t tied but are let loose in a hedge. The raging waters swept away the hedges along with its cattle.
VSSM sends relief material to the flood affected nomadic families…
We didn’t know the gravity of the situation initially, as all means of communication were lost. For the initial couple of days the families survived on food packets dropped from air. Once the waters receded we began receiving calls for help. The request was for food and grains. As always we reached out to
our well-wishers and friends for support in this time of need and as it has always bee we weren’t disappointed. Shri. Sudhirbhai Thackersey immediately committed Rs. 10 lakhs Shri. Kishore Mariwala and Shri. Parulben Seth donated Rs. 1 lakh each and many other well-wishers of VSSM have generously donated in cash and kind.
The government in many instances refused to pay cash doles to the affected nomadic families, the families that have lost everything received nothing from the government. There was also a need for tarpaulins for the families to make a temporary shelter. VSSM prepared relief kits containing food, tarpaulins, some kitchen essentials, blankets etc. and distributed to the affected families. 250 families were given kits containing vessels and blankets. The kits have reached 1200 families.

So far, we have uploaded details of 450 families, details of all 1200 families will be uploaded within a week.

As part of rehabilitation measures interest free loans for 300 families
Gawariya, Kangasiya, Vansvadee and many other nomadic communties suffered extremely heavy damages during the recent floods. Their goods and articles readied for sale were either swept away or decayed and rendered useless. The Gawariya and Kangasiya communities involved in selling imitation jewellery and cosmetics had stocked substantial amount of goods, considering the upcoming festive season. Their entire stock of sale worthy articles remained submerged in water for 5 days making it useless for further use. The bamboo purchased for making baskets by Vansvadee community, who are skilled in basketry, was rotten in water and their baskets were all swept away by the flooding waters. Some Vansfoda families who sell plastic pales and tubs also incurred heavy losses when all their goods were swept away. So how do these families get out of the losses and re-build their livelihoods?? They have requested VSSM for support with interest free loans. It should be noted, the communities here are requesting for a loan and not donation. They believe that any donation has to be repaid back at some point in time during the lifetime and they do not want to remain indebted to anyone hence the loan…..
The situation that has emerged in Banaskantha is absolutely unprecedented and sudden. Tackling the financial need that has emerged (which of course was not in our annual budget) from this calamity required VSSM to reach out to its donors. VSSM requires close to Rs. 30 lakhs to rehabilitate the livelihoods of flood affected families. We shared our dilemma with Shri. Rashminbhai our friend, philosopher and guide. He accompanied us to the flood ravaged regions and spoke to the affected nomadic families and later shared his observations with our donors. As a result of this, we received Rs. 25 lakhs from respected Shri Nimesh Sumati and Rs. 5 lakhs from Shri. Rameshbhai Kacholiya.
It is crucial that the families re-build their livelihoods and spring back to normal as soon as possible hence VSSM has initiated the process to grant loans on immediate basis. So far we have identified 242 families in need of urgent help, their documents to process loan are also ready. The list of families who have been give loan is uploaded on the blog www.nomadsrelief.blogspot.in We shall be posting regular updates on the progress these families make. The list of donations received for livelihood rebuilding is attached with this document.

બનાસકાંઠામાં આવેલા પુરના પ્રકોપે ગરીબ તવંગર સૌને વ્યાપક પ્રમાણમાં નુકશાન પહોચાડ્યું. વિચરતી જાતિઓ ગામના છેવાડે રહે. ક્યાંક તો તળાવના કિનારે અથવા સામાન્ય નજરે રહેણાંક અર્થે યોગ્ય ના હોય એવી જગ્યાએ એમનાં પડવો નાખીને રહે. આવી જગ્યા પર સામાન્ય સ્થિતિમાં ઝેરી જીવ જંતુ સિવાય બીજી કોઈ તકલીફ ના હોય પણ જયારે પુર જેવી હોનારત સર્જાય ત્યારે ખુબ મુશ્કેલી વેઠવાની થાય.
જુલાઈ ૨૦૧૫માં આવેલા પૂરે પણ બનાસકાંઠાના કેટલાંય તાલુકા તારાજ કરી નાખ્યા. વિચરતી જાતિઓના મોટાભાગના પરિવારો છાપરાંમાં રહે. પુર પહેલાં આવેલાં વાવાઝોડાએ ઘણા પરિવારોના છાપરાં ઉડાળી નાખ્યા અને બાકી હતું તે પુરના પાણીએ પુરુ કરી નાખ્યું. જે વ્યવસાય પર તેઓ નભતા એ વ્યવસાયિક સાધનો – સામાનને પણ મોટા પ્રમાણમાં નુકશાન થયું. રોજ લાવીને રોજ ખાવાનું એમાં આવડું મોટું નુકશાન ભરપાઈ કેવી રીતે કરવું? નવા વ્યવસાયની શરૂઆત ક્યાંથી કરવી વગેરે જેવી મૂંઝવણ પણ ખરી.
vssm દ્વારા રાહત સામગ્રી પહોચાડાઈ:
પુર અસરગ્રસ્ત વિસ્તારમાં સરકારના માણસોએ કેશડોલ આપી પણ સરકારી જગ્યા પર છાપરાં બાંધી રહેતાં વિચરતા પરિવારોને કેશડોલ આપવાની ક્યાંક ક્યાંક ના પાડી. જેમના ઘર તૂટ્યા છે એમને સરકાર દ્વારા નાની સહાય ચૂકવાઈ પણ વિચરતી જાતિના જે લોકો સરકારી જમીનમાં છાપરામાં રહેતાં અને જેમનું બધું જ તણાઈ ગયું હતું, એમને કશું જ ના મળ્યું. જ્યાં સુધી પાણી હતું ત્યાં સુધી હેલીકોપ્ટર દ્વારા નાખવામાં આવેલા બિસ્કીટ અને ચવાણથી પેટ ભર્યા. ક્યાંક તો એ પણ ના મળતાં ચાર દિવસ ભૂખ્યા બેસી રહ્યા. પુરના પાણી ઓસર્યા એટલે તુરત જ vssm ઓફિસમાં ફોન કરીને અનાજ આપવા આ પરિવારોએ વિનંતી કરી. આમ તો અનાજ આ પરિવારોએ માંગ્યું પણ અનાજની સાથે સાથે માથું ઢાંકવા તાડપત્રીની પણ એટલી જ જરૂર હતી. તત્કાલ આવી પડેલી આ આફતમાં આપણે આ પરિવારોની સાથે ઊભા રહીને એમના દુ:ખમાં ભાગીદાર બનવાનું હતું. વિચરતી જાતિઓએ vssm પાસે કરેલી રજૂઆત vssmના કામોમાં સદાય સહાયભૂત થતાં સંસ્થાના દાતાઓ સમક્ષ મૂકી અને હંમેશા થાય છે એમ સૌ દાતાઓ આ પરિવારની પડખે આવીને ઊભા રહ્યા. આદરણીય શ્રી સુધીરભાઈ ઠાકરશીએ આ પરિવારોને તત્કાલ રાહત માટે રૂ.૧૦,૦૦,૦૦૦ આપવાનું કહ્યું. તો શ્રી કિશોર મારીવાલાએ રૂ.૧,૦૦,૦૦૦ અને શ્રી પારુલબહેન શેઠે પણ રૂ.૧,૦૦,૦૦૦ મોકલી આપ્યાં. આ સિવાય પણ ઘણા દાતાઓએ આ કામમાં ઉદારહાથે સહયોગ કર્યો. એમના આ સહયોગના કારણે જ આપણે ૧૧૫૦ પરિવારોને અનાજ અને તાડપત્રી આપી શક્યા. આ ઉપરાંત ૨૫૦ પરિવારોને વાસણ અને ધાબળા આપ્યાં. આ કામમાં સાહ્ભાગી થનાર દાતાઓની યાદી નીચે પ્રમાણે છે. સાથે સાથે જે ૧૧૫૦ પરિવારોને આપણે મદદરૂપ થયા છીએ એમના ફોટો સાથેની વિગતો હોમ પેજ પર છે એમની યાદી નીચે પ્રમાણે છે

પૂરમાં તારાજ થયેલા પરિવારોને તત્કાલ રાહત આપવાનું કામ તો થયું પણ એમને બેઠા કરવાનું કામ પણ એટલું જ અગત્યનું હતું. સતત પાણીમાં રહેવાના કારણે આ પરિવારોના ધંધાનો સામાન પલળીને ખરાબ થઇ ગયો. તો ક્યાંય તણાઈ ગયો. દાત. કાંગસિયા –ગવારીયા સમુદાય શૃંગાર પ્રસાધનો વેચવાનું કામ કરે. પુરના સમયે હિંદુ ધાર્મિક તહેવારો શરુ થતાં હોવાના કારણે આ પરિવારોએ ધંધા અર્થે વધારે સામાન ભર્યો હતો. જે પુરના પાણીમાં ચાર દિવસ રહેવાના કારણે ખરાબ થઇ ગયો. વાંસફોડા વાંસમાંથી સુંડલા, ટોપલા બનાવે. આ સમુદાયના લોકોએ બનાવેલો સામાન તણાઈ ગયો અથવા કાળો થઇ ગયો. અલબત એમણે કામ માટે લાવેલા વાંસ પણ કાળા થઇ ગયા. કેટલાંક વાંસફોડા પ્લાસ્ટીકના તબકડા વેચતા એતો તણાઈ જ ગયા.. આમ એમના વ્યવસાયને પણ ખુબ નુકશાન થયું. એમના ધંધાને ફરી બેઠા કરવા ખુબ જરૂરી હતા.. શુ કરવું? આ પરિવારોએ વગર વ્યાજે લોન માટે vssm પાસે માંગણી કરી. (ધંધા માટે લોન લેવાની, દાન નહિ. આ ભાવના પાછળનો આશય એક જ કે, દાન જેમનું પણ મળે છે એ કોઈ પણ રીતે પાછું તો ચૂકવવાનું જ છે. હિંદુ ધર્મની કર્મની થીયેરી પ્રમાણે હવે કોઈના લેણદાર નથી થવું એટલે લોન)લોન માટે કેટલા પૈસાની જરૂર પડે એનો હિસાબ માંડ્યો અને અંદાજે ૩૦ લાખની જરૂરિયાત લાગી. અચાનક આવી પડેલું આ કામ જે સંસ્થાના વાર્ષિક આયોજનમાં નહોતું. પણ અગત્યનું તો હતું જ. vssmના શુભેચ્છક સ્વજનો કે જેમના કારણે આ કામો થાય છે એમની સાથે આદરણીય શ્રી રશ્મિનભાઈ સંઘવીએ વાત કરી. શ્રી રશ્મિનભાઈ પોતે પુર અસરગ્રસ્ત વિસ્તારમાં અમારી સાથે આવ્યાં. એમણે જે જોયું એની વિગતો પણ દાતાઓને આપી. vssm સાથે સંકળાયેલા સ્વજનોમાંના આદરણીય શ્રી નિમેશ સુમતિ રૂ.૨૫,૦૦૦,૦૦ અને શ્રી રમેશભાઈ કચોલિયાએ રૂ.૫,૦૦,૦૦૦ આ પરિવારોને ધંધા રોજગાર માટે તત્કાલ મોકલાવી દીધા. આપણે પણ આ પરિવારોને ઝડપથી લોન મળે એ માટેની કાર્યવાહી શરુ કરી દીધી છે જેથી તેઓ સ્વમાનભેર ફરીથી રોજીરોટી કમાતાં થઇ જાય. હાલ પુરતું ૨૪૨ પરિવારોની યાદી તૈયાર થઇ છે આ પરિવારોના લોન માટેના ડોક્યુમેન્ટ તૈયાર થઈ રહ્યાં છે. લોન લેનાર પરિવારની યાદી પણ blog: www.nomadsrelief.blogspot.in પર જોઈ શકાશે અને લોન લીધા પછી ફરી શરુ કરેલા વ્યવસાયની વિગતો પણ બ્લોગ પર જોઈ શકાશે.
